Current Progress
- Phase IIIB construction is planned to begin May 1, 2025: This project will reconstruct Pioneer Drive from Meals Avenue to Hazelett Avenue. The scope of work includes demolition, excavation, paving, and new concrete to reconstruct the asphalt roadway, curb and gutter, and sidewalks. This project also plans to improve the existing storm drain system, replace fire hydrants, and install new streetlights and associated electrical load center. Work is anticipated to be substantially complete by October 31, 2025.
- Phase IV has been deferred to the 2026 construction season
- The project team completed design for Phase IV in February 2024 and is continuing design work for Phases V and VI.
The City of Valdez Pavement Management Program is a multi-phase, multi-year project to replace, upgrade, and maintain streets and utilities around the City of Valdez.
Project Summary
Existing pavement conditions on roads within the City of Valdez have deteriorated. Due to the deteriorated pavement condition, the City is initiating this Pavement Rehabilitation project to improve roadways, extend the service life, and reduce future maintenance costs.

Project Area Map
This project will cover the following phases:
- Phase IIIB: Pioneer Drive between Meals Avenue and Hazlet Avenue
- Phase IV: Meals Avenue north of Pioneer Drive and Robe River Drive west to the Valdez High School Parking lot
- Phase V: The following streets/cul-de-sacs west of Meals Avenue: Alatna Street, Bremner Street, Chena Street, Dadina Street, Foraker Street, and Gulkana Street
- Phase VI: West Pioneer Drive from Hazlet Avenue to Whalen Avenue, West Lowe Street, West Mendeltna Street, West Nebesna Street, West Oumalik Street, and Pacific Avenue
- Phase VII: Fairbanks Drive between Meals Avenue and Hazlet Avenue, Tatitlek Avenue between Pioneer Drive and Egan Avenue, Chenega Avenue between Pioneer Drive and Egan Avenue, Mineral Creek Drive, Mineral Creek Place, and Cliffside Court
- Phase VIII: Meals Avenue between Egan Avenue and Hazelet Avenue
- Phase IX: North Harbor Drive between Meals Avenue and Chitina Avenue
